A Blueprint for a Creative Future

The Sullivans Cove Waterfront Authority is preparing for three major announcements in the coming weeks that will significantly influence the future of the Hobart waterfront:

  • A consultants’ report into the future of arts, culture and events in Sullivans Cove will be publicly exhibited from 30 June 2006.
  • The Hobart Waterfront International Design Competition will be launched on 21 July 2006 with the aim of attracting world-class creative designs for one of Hobart’s major civic waterfront spaces.
  • The Sullivans Cove Waterfront Authority will unveil its Activity Outlook on 2 August 2006, containing ideas and aspirations (immediate, medium and long-term) for 2006-2014.

We invite interested members of the community to become involved in these three events by visiting our office or downloading material from our web site, then offering their comments to let us know how you feel.

The first undertaking is the release of ‘A Blueprint for a Creative Future’. Commissioned by the Sullivans Cove Waterfront Authority last year, this project is based on interviews, workshops and focus groups with hundreds of stakeholders.

Consultants'
Report

Based on this research, a team of local and national consultants has identified opportunities for the development of arts, culture and event activities on the waterfront.

The consultants recommend two broad investment programs to cultivate authentic and diverse cultural activity in Sullivans Cove: ‘hard infrastructure’ investment to improve buildings, spaces and services for artistic, cultural and event activity; and ‘soft infrastructure’ strategies to maintain the area’s status as Tasmania’s most vibrant cultural precinct.

These two investment strategies are intertwined and cannot be separated, say the consultants, who suggest the first step is to acknowledge Sullivans Cove as a cultural and entertainment precinct, both within the planning framework as well as in the attitudes of all those who live in, work in or like to visit the area.

When: The report will be released on 30 June 2006 and comments will be accepted for the following eight weeks.

Worldwide Hunt for Brilliant Ideas

The Hobart Waterfront International Design Competition will be launched on 21 July 2006 with the aim of attracting world-class urban design ideas for one of Hobart’s major civic waterfront spaces.

Local, national and international entrants will be invited to submit ideas for the area of land from the Theatre Royal to Sullivans Cove, which takes in a number of landmark and heritage sites, including Wapping Corner (vacant land next to Theatre Royal), City Hall, Tasmanian Museum and Art Gallery, Dunn Place (car park) and Kings Pier Marina.

The competition is expected to attract significant interest from architects, urban designers and landscape architects who will be asked to come up with innovative and creative ways of reinvigorating this area and improving connections between the city centre and the waters edge.

The competition will create a major focus for Hobart that enriches the cultural life of the city with new activities, buildings and spaces (both commercial and public) that embrace the Cove’s rich cultural heritage.

Entries will be judged by an international Jury with representatives from Spain, The Netherlands and Australia.

When: The competition will be launched on 21 July 2006, entries will be accepted until 1 December 2006 and all entries will go on public display in January-February 2007 at the Tasmanian Museum and Art Gallery (TMAG).

Our Activity Outlook

The Sullivans Cove Waterfront Authority Activity Outlook is a guide to the ideas and aspirations of the Authority. It articulates the major challenges faced in Sullivans Cove and identifies practical ways of tackling them through immediate, medium and long-term projects.

These challenges include enlivening the whole of the waterfront, improving public space and community infrastructure, safeguarding the authenticity of Sullivans Cove, and promoting a balanced and robust mix of development.

The Activity Outlook presents specific projects and initiatives to ensure competing activities continue to take place side-by-side so our waterfront remains a unique mix of working port, events venue and artistic hub – qualities that make it such a special place. We invite you to read the Activity Outlook when it is published to understand the direction proposed by the Sullivans Cove Waterfront Authority for 2006-2014.

What we’d like you to do: Watch out for media coverage of the Activity Outlook launch, visit our office to pick up a copy or download it from our web site, then let us know your comments.

When: The Activity Outlook will be released on 2 August 2006. While the initial comment period will be eight weeks, the Activity Outlook will be a living document flexible enough to respond to changing circumstances throughout the life of the Authority.

New Requirements for Owners & Occupiers

Like in all parts of Tasmania, owners and occupiers of buildings within the area of the Sullivans Cove Planning Scheme 1997 should be aware they may have new responsibilities under the Building Act 2000.

Owners and occupiers must maintain their buildings to the same standard as when they were built or last upgraded. They must display an Annual Maintenance Statement to demonstrate compliance by 14 July 2006.

Additional requirements apply to owners and occupiers of premises used for entertainment and public gatherings, who may need an Occupancy Permit and a Place of Assembly Licence, if they don’t already have one.

Note: You are NOT affected if the building you own or occupy is a detached dwelling, a dwelling separated from another by a firewall or a non-habitable building like a shed, or if you have no explicit maintenance obligations under your lease.

Hobart Waterfront on Agenda at Public Forum

Thank you to all those who attended Conversations in the Cove this week (Thursday 22 June) to hear Barrie Shelton speak on ‘Urban Design Challenges Facing Sullivans Cove’.

The Peacock Theatre, in Salamanca Place, was full as Mr Shelton, lead author of the Hobart Waterfront Urban Design Framework and Member of the Sullivans Cove Design Panel, encouraged the audience to re-think their attitudes to change. He said it is essential for cities to continually evolve if they want to remain vibrant and attractive places to live and work.

Mr Shelton was joined by Prof Peter Elliott, Head of the Sullivans Cove Design Panel, to discuss a range of stimulating and at times provocative ideas, including the possibility of underground roads and parking, the removal of traffic lights and how to clear away clutter to make the waterfront a friendlier place for people.
