Open Letter from the Chief Executive
In its first 12 months, the Sullivans Cove Waterfront Authority has met with more than 650 individuals and community and business groups to discuss their aspirations for the Hobart Waterfront.
From a planning viewpoint, the Authority has:
- Granted 67 planning applications and amendments, with one matter currently before the Resource Management and Planning Appeals Tribunal;
- Reviewed 38 applications for building permits, 27 applications for plumbing permits and 12 applications for temporary occupancy permits;
- Engaged in and encouraged mediation with applicants on a number of complex planning applications;
- Engaged in discussions with more than 110 development proponents about what is suitable for the size and scale of Sullivans Cove; and
- Worked directly with TasPorts to improve pedestrian access by removing a significant number of long-term car-parking spaces from Franklin Wharf.
From a community consultation viewpoint, the Authority has:
- Hosted four Conversations in the Cove, at which members of the public discussed issues of concern with Authority Members and staff;
- Launched a free email service to notify interested people of discretionary planning applications received by the Authority, and provided extensive information about each application on our web site to satisfy the needs of most people;
- Organised a public photographic competition which attracted more than 300 entries; and
- Fielded national and international enquiries about the work being done in Hobart to protect and nurture our unique Waterfront.

Sullivans Cove Waterfront Authority
International Design Competition
The Hobart Waterfront International Design Competition will be launched later this year to attract world-class urban design ideas and concepts for one of Hobart’s major civic spaces, the City Hall Axis.
The City Hall Axis runs from the Theatre Royal to the Waterfront. This axis forms the core of the competition area and includes a number of landmark and heritage sites, including Wapping Corner (vacant land next to Theatre Royal), City Hall, Tasmanian Museum and Art Gallery, Dunn Place (car park) and Kings Pier Marina.
The competition will result in concepts and ideas – rather than detailed proposals for construction – for the area around the axis. These ideas will help the Authority better understand the urban design possibilities for the axis and build on work that was started – but not completed – in the Hobart Waterfront Urban Design Framework.
As well as urban design ideas, the competition will lead to worldwide publicity for Hobart and Tasmania; new relationships between architects and designers in Tasmania and overseas; and an increased level of community debate about what is appropriate for the size and scale of Sullivans Cove.
Competition Adviser: Professor Tom Heneghan, Chair of Architecture at the University of Sydney, NSW, has been appointed Competition Adviser for the Hobart Waterfront International Design Competition. Prof Heneghan has chaired architecture design competitions in Australia and Japan, and has participated in many national and international competitions, winning 29 awards. Building a Future for Arts, Culture & Events
The Sullivans Cove Waterfront Authority is in the fourth month of an extensive study into the future of arts, culture and events on the Hobart Waterfront. This project will lead to an improved understanding of the strategic development needs of artistic and cultural activities within the Cove.
A team of independent consultants has conducted more than 50 interviews and workshops with practising artists, arts organisations, administrators, funding bodies, arts supporters, the Tasmanian Aboriginal community and those involved with facilitating and developing arts, culture and events.
The consultants’ team is led by Sue Nattrass AO, who was Chairwoman of Australia's biggest free cultural event, Festival Melbourne 2006, the cultural festival of last month’s Commonwealth Games.
Ms Nattrass was Artistic Director of the groundbreaking Melbourne Festival in 1998 and 1999, was Artistic Director of the Adelaide Festival in 2001, and was named as one of 250 women on the Centenary of Federation ‘Women Shaping the Nation’ Honour Roll in 2001.
A Stakeholder Issues Paper covering the first round of stakeholder consultation can be downloaded from this web site.
This paper identifies six consistent themes among concerned groups and individuals: authentic and diverse cultural activity; market size; spaces and movement; re-interpreting history and culture; infrastructure needs; and funding. These themes are being explored in the second round of consultation before the consultants’ final report is made available for public viewing in June.
Creating a 3-5 Year Activity Outlook
The Sullivans Cove Waterfront Authority is currently preparing a 3-5 Year Activity Outlook that will set out the Authority’s approach to facilitating appropriate development across the Cove.
The Activity Outlook will show the approaches, timelines and consultation opportunities for a number of strategic projects. It will also present information about sites in public tenure that may be considered in the short to medium term.
A draft Activity Outlook is expected to be on public display by mid-2006 as the community is invited to participate in discussions about how the Authority’s work will unfold.
