Series Launched by Design Panel Head
More than 150 people attended the inaugural Conversations in the Cove held at the Dechaineux Theatre, Tasmanian School of Art, on 4 August 2005. They heard a thought-provoking and challenging presentation on the ‘Nature of Good Contemporary Design’ from Professor Peter Elliott, Adjunct Professor at the School of Architecture & Design, RMIT University, Melbourne, and Head of the Design Panel for the Sullivans Cove Waterfront Authority. Prof Elliott accompanied his talk with a series of images that illustrated how contemporary design, no matter what the period, has an enduring sense of style and a sensibility that stands the test of time. Fellow Design Panel member Leigh Woolley, inspired by working in Hobart as an architect and urban designer, presented ideas about the distinguishing characteristics of place and its intrinsic importance to our daily lives. He illustrated his presentation with his own stunning photographs of Hobart. Conversations in the Cove is a series of free, informal discussions exploring themes and issues relating to the Hobart Waterfront organised by the Sullivans Cove Waterfront Authority. Although set up in panel format, audience participation is encouraged as architects, urban designers, historians and planners debate the topics that affect our enjoyment of the Waterfront. Based on audience response, we know that major areas of interest for future events are architecture & design (favoured by 86% of respondents), planning & development (69%), heritage & history (66%) and arts & culture (54%). We will endeavour to cover these issues in future Conversations, starting with the next event to be held on Thursday, 29 September 2005. Everyone is, of course, very welcome. Upcoming Major Projects
Safeguarding the quality and potential of public space is a top priority for the Sullivans Cove Waterfront Authority. The Authority is developing a series of design principles for public space across the Cove floor to complement the Hobart Waterfront Urban Design Framework (UDF). Public space design principles are important because the Cove floor is a sensitive area coming under increased development pressure. Outdoor dining, incremental additions to buildings, signs and other types of development can have a spill-over effect on public space. Once these design principles are in place, the Authority will be able to make progress on specific proposals, such as improved ferry facilities or car-parking on Franklin Wharf, which would make connection between Salamanca Place and Hunter Street easier and safer for pedestrians. The Authority will also be able to assess the impact that any planning permit applications may have on public space in the Cove. The Authority‘s Design Panel and community input will play a major role in developing the new principles.
There is no doubting the popularity of Sullivans Cove as a magnet for events and attractions, and the Authority is in favour of adding to the already rich concentration, where appropriate. The Authority will develop a cohesive, strategic approach to arts, culture and events in the Cove. There are many opportunities that have not been explored yet, such as the potential for increased funding for the arts through developer contributions and the potential for more regular activities that are complementary to permanent land use and the existing calendar of events. Developing this strategy will require extensive consultation and collaboration with interested organisations and individuals.
The City Hall axis has been described as “the most complex and challenging urban design opportunity in the Cove” (Hobart Waterfront UDF, May 2004). An international design competition will provide exciting and innovative design ideas for this area, which includes a string of complex sites from City Hall, Dunn Place car park, between the docks and out into the Cove. The Authority is presently examining a range of options to establish what sort of competition should be launched, including timing, scope and judging criteria.
